Transfer process of HUDA sectors to MCG begins

After several delays, the state government has finally taken a step to transfer urbanized Haryana Urban Development Authority (HUDA) sectors and private colonies to the Municipal Corporation of Gurgaon (MCG). The principal secretary of department of town and country planning (DTCP), Raghavendra Rao, has asked the HUDA and Gurgaon's town planner to prepare a list within 15 days of those colonies which are fit to be transferred to the MCG.


The HUDA, primarily being an estate development agency of the state, is supposed to transfer the urbanized sectors to the democratically elected local governing body. But for years, such a handover was being delayed by the state government. This duplicity has hindered Gurgaon's development as different parts of the city are being run by different agencies. In some cases, one part of a residential area comes under the HUDA jurisdiction and another in the MCG's authority.

According to sources, most private colonies of Gurgaon should have been handed over to the MCG long back. "Private builders don't want to handover the colonies because they make huge profits by charging the residents maintenance fee. Once these colonies are handed over to the MCG, the residents won't have to pay maintenance charges to the private developers," said a HUDA officer.

Even HUDA hasn't been very keen in giving away the posh sectors to the MCG. "Once HUDA officials had proposed that the municipal corporation should take up only the liabilities of these sectors while the assets remain in the HUDA's control. How absurd is that," said an MCG official.

But now, with the principal secretary asking both HUDA and town planner to work towards a solution and frame policy which protects the residents' interests, many are hopeful of a new beginning.

"In the past, senior officers in Chandigarh didn't show any interest in empowering the MCG. We are keen to take over and provide all basic amenities like roads, water, streetlights and sanitation in these sectors. We hope that this list is prepared soon," said an MCG official. Some residents of new Gurgaon have been protesting against the MCG for charging property tax from them even though it doesn't provide any service in their area. They have even gone to the high court in this regard. The judgment in this case is still awaited.
